After FTP over TLS 0.9.51 upgrade, enter the admin panel, will appear the following warning:
Warning: FTP over TLS is not enabled, users can not securely log in.

Go to Settings -> ssl / tls settings.
Generate a new certificate to the server machine's ip address with.
Click to generate a certificate, while on the prompt success.

Finally, click on the lower left to confirm.

FTP logs show, tls encrypted connection success ..
The default mode ftp, port 21 can not be connected.
You will receive its exception.
Implicit SSL port 990, you can connect this port number is just the setting.
explicit SSL port is 21, can be connected.
explicit TLS port 21 can be connected.
